If you are creating the frameset, then you can specify the default
document for any of that frameset’s frames. Think of these as
individual “browsers” that lead lives of their own.
If the document you want to load is not on your server, just enter its
full http:// address in the Inspector. Click once on the frame so you
see a thick gray border around it. Then click on the far-right tab of
the inspector (which looks like a tiny frameset). Open the Current
Frame segment at the bottom of the inspector, and pull down the Source
picker to Other… In the resulting dialog, click on the External tab
and enter your address there. (Whew! I feel the old RSI kicking up
just typing this…)

I know almost zilch of using actions or of figuring out which page
action (if any) could accomplish this.
