Does Adobe Flash work with iOS devices such as iPhones and iPads? If not, what animation solution should I be looking at using?

No. Use js/CSS.

Try Hype or similar. Very easy to use.

By the way, Hype is a good app but it isn’t the only game around, also look at Sencha Animator and Adobe Edge Animate.
