Just because this style declaration is still being written it doesn’t mean that the action modification is not writing a CSS declaration that over-rules this one.
The Action writes an inline style in the map block, so you won’t see it in the head or your stylesheet.

Not in the current version of the Action, but it should be possible. The issue here is that the Leaflet library expects you to create a new image and pass a URL to that image into the call to build a marker. So that’s the only caveat here – I would provide a picker in the Action, and you would have to create an image and upload it. There’s a separate image needed for the marker, the Retina version of the marker, the shadow, and the Retina version of the shadow. There is also the option to use a CSS-styled DIV in place of the image. You would need to specify its size and color and content using pure CSS.
