Have you really applied it as a page background image using the
Inspector palette (or the magic keyboard shortcut), or are you
actually importing your image into a box that’s placed on the page?
I get that. I just thought since my page size is say 800 x 800 and I put a page background on that 800 x 800 page that the color would be that size instead of filling up my entire browser window.

Not sure who you’re replying to as you haven’t quoted anything. If it
was me, then it’s your page size that’s 800x800, not your browser
window size. The background colour you apply using the Inspector will
fill the browser window from top to bottom, no matter what size it is.
Your page is something different and separate and it sits on top of
the background. You can give that a background too, if you want,
either a colour or an image, just as you can for any box you draw in
Freeway.
