I am reading the instructions for the Blogger actions:
Draw an HTML item on your page—don’t worry about the dimensions for now.
Open the Actions palette, by selecting it from the Window menu or from the toolbar.
Click on the plus button in the Actions palette and choose the Blogger Header Action.
Strangely when I do that there are no Blogger actions in the Actions palette.
However I can still find the Blogger Actions in the Insert/Action Item dropdown menu
Have I set things up wrong?

Did you set your page up as XHTML first. You can do this via the inspector panel.

The Blogger Action are standalone Actions now. Click and hold on the
Action toolbar icon and select the Blogger Action you want. You can
then draw the action on the page like any other item.
