Using WebDev this appears to be a box with a ‘border’ top and bottom ?

Assuming you’re using FWPro, then the method is found in the Inspector.
Select your box, click the Appearance button in the Inspector, and
note the Border section.
Reveal this, and click the Custom… button.
From the resulting dialog, you can choose to have a border on any one
or all of the four sides, different widths, styles and colours. In
your case, apply the border to the Top and Bottom sections, leaving
the other two as None.
From looking at the code this is the equivalent of a layered HTML
item that is as large as you want it to be with a custom border (top
and bottom), then a layer graphic item placed in the middle of it
(theirs is not a child item, so not contained within the HTML item,
but yours could be).

Now I understand, I thought it should be a graphic box and couldn’t find the dialogue box referred to - silly me, this is going to be a steep learning curve for me.
