I don’t understand what is going on. I thought perhaps a conflict with Web Fonts action, but both have it. Then I thought because it’s nested within a div, but both are too.
Try triple- or quadruple-clicking so you select the entire line of
text, including the invisible end-of-line character. H tags can only
be applied to entire lines of text, they cannot be applied to
individual characters or words within a run of text. In other words,
an H1 is the same kind of tag as a P – it has to enclose an entire
block of text.

Is all of the text HTML text, in an otherwise un-styled container?
Draw an HTML box, double-click inside it to get a text cursor, type
some text, highlight the entire line, and click on the H1 name in the
Styles palette. Should be an instant H1.
Exceptions to this rule: graphic text, text that is already styled as
another element, I’m not sure what else could cause this issue.
If you see the error message, could you type it out verbatim here? The
exact wording is probably significant.

It just does not allow me to apply the tag in Freeway. I can’t see anything different between the html div and others on the page (although I’m sure there is) that allow the tag.
Try selecting the entire run of text, and then click once on the [No
Style] option at the top of the list of styles. Then, while the text
is still selected, click on the h1 style name. If it still doesn’t
take at that point, I am well and truly stumped.
