The Relative Page Layout action is supposed to mimic the process of a legitimate Inline Box Model built site, however you can’t say you built your site (or that you can build sites) in an Inline Box Model style if you use the Relative Page Layout action.
The difference between the two is that the RPL action allows you to design out a drag and drop site and with an action…poof…its a box model site in the web browser but not in your FW document. If you built your site as an Inline Box Model site, then you don’t use the RPL action, your site is the same in both the Freeway document and the web browser view. An Inline Box Model design is worth learning and you will find that it is easier to visualize your content rather than the hoping to action “gets it.”
I offer tutorials on my site for Inline Box Model, Hybrid Box Model, but nothing so far on the Relative Page Layout action as I haven’t had much success with it.
