With Walter’s help the County List action has been revised to Version 1.1 which does indeed use Optgroup to make the three country subheadings (England, Wales and Scotland) unselectable.
I have also removed the extra Welsh county names to make the selector a more manageable length. You can of course edit your own implementation on your FW page to put them back in.
