I’m struggling to turn off underlined links in my CSS Menu. Sometimes it happens, then I perhaps edit the list behind it and then everything gets underlined again. Can’t predict when it happens.

Go to the Links section in the appearances section (paintbrush icon)
of the Inspector for your item with the link in it. You’ll find four
options where you can specify the colour for the states. Next to
these are little boxes that allow you to cycle through the underline
or not state of each link. The grey colour change showing On/Off/
Inactive is fairly subtle (perhaps could be something to be made more
obvious in the final version) but it works really well.

The only time I get to see these 4 little ‘U’ icons is when I have nothing selected - so the inspector is titled ‘Page’ — only then does it have the ‘Links’ section to it.

Fiddling with these fellas (as you say, it’s not clear what the three states do) has no effect. er… NOPE… I take that back… some further fiddling has eliminated the underlines. Hoorah!
Sorry, yes, I should have said Page or HTML item with the link in it.
It doesn’t work with graphic items or graphic text for obvious
reasons. Glad it has worked for you eventually.

Unchecking the Underline option in the CSS Menus Action palette should
guarantee that they menu items are not underlined. I’d be interested
to see your file if this isn’t happening (or indeed take some steps to
repeat the problem).
