CSS Menus overflow

This is the answer I’m really after … it seemed to me that if there are two items inside a container, then the logical behaviour would be for the lower one to be pushed down the page, rather than for it to flow over the higher one (unless this was specifically desired). The logic being, that on the web, pages can grow downwards, but not upwards. (The overflow also happens when the page is enlarged, because the graphic is set to a percentage too.)

So, really, I should just be leaving sufficient space, even if that is not my preferred design, visually speaking?
