Do you mean, how do you use the Action, or how does it turn a full-color image into a colorized version?
To use, apply it to an image, look in the Actions palette and fiddle with the color pickers. You can get some very striking effects by choosing the right colors for highlights and shadows, as well as some that your Mom wouldn’t put on her 'fridge.
Under the hood, I believe that this Action calls out to an image manipulation library similar to ImageMagick, which is at the core of all of the other image Actions in Freeway.
