[Express] animation formats

I have been experimenting with adding animations to a maths revision website, and I want users to be able to pause, rewind, step forwards and backwards. I realise that flash is easily the most common format around, but whenever I try to view and control a “.flv” on a number of viewers, including the Freeway one, the quality is poor, the rewinds are jumpy, and things have a habit of seizing up. In contrast, the Quicktime viewer is smooth and reliable, whether viewing the flash or the mov version. (Incidently, the flash has a file size of about 50% more.)

Is this common, or do I just need to find a better player? Any opinions?

The advice has been to use flash to avoid most users having to install Quicktime, but quality and reliability come first.
