How can I post a question on my website and then have people able to post a response and have it post to my website? If anybody can help me i would really appreciate it!

Ive used the Post Comment script mentioned in that other thread and
found here: PHP Comment Script | PHP Comment System | PHPJabbers - and I can vouch
for its usefulness.
You can see it in action in the pages found at
http://www.panoramaphotographer.com/comparisons/
This particular use is rather larger-scale in terms of the number of
different comment sections (49 in total, one for each individual
comparison example plus one for the intro page) but it works fine.
I’ve made some comments and suggestions to the developers about how
things could be improved in a future release but I’m very happy with
this script.
