The correct way to apply a bg to a page is to look in the inspector with nothing selected on the page. Under the Paintbrush icon in the Background section you will see a selector where you can choose your bg image on your HD. This should be a web ready format such as jpeg, gif or png and already at 72ppi (if appropriate) as FW does not process bg images.
You can then set how to tile the image horizontally, vertically etc. or not at all.

The only button in the lower left are for links and then items for the site map but I feel more assured that making a graphic box of 600px will display a 8" image once published and I appreciate the info regarding dpi. I’m going to proceed. I did place the background wallpaper as you suggested at 72 ppi. Thanks again.

When you import an image into FW there is a checkbox down in the bottom left which has the option to Ignore Resolution. Try ticking this box.
If you are importing an image that is not at 72ppi it can be imported smaller if it is a higher resolution.
The web works to a standard of 72ppi. Dpi is a print based term that has no meaning on the web.

Not on the FW ‘page’ but when you import an image ie Select your graphic box and File>Import. It is the subsequent dialogue box that includes the selection of which image you wish to import that has the checkbox.
