I want to display a banner ad from a foundation on my site, but the sizes they offer are either too small or too large. (I need one that is no more than 160 pixels wide.) Is there any way to re-size it?

It depends on what format it is supplied.
But are you sure that they would allow you to resize their ad? It may be disallowed in their T&C.

you can open it it in Preview and go to Tools in the menu bar and select “adjust size”.
