This seems like a really simple issue to resolve. How do I make a rollover item (a “button” I’ve created) activate, show/hide various paragraphs of text stacked somewhere else on the the same page? I’ve been able to accomplish this easily with graphic items as they allow you to select up to twenty target images, and there you go. My ideal would be to have a button trigger an HTML item, yet HTML items do not allow me to add “Target Show/Hide” as an action.

p.s. So that I’m not asking later, how do I make a rollover item change in appearance only after another rollover had been clicked? (To give the appearance a button has been “clicked”)
The Action you could use for this (in Pro) is called Target Show/Hide Layer. But Express won’t make layered HTML boxes, only table cells, so you can’t use this in Express. Consider upgrading – this is just a tiny morsel of the extra goodness you will get.
