There are a few options for this.

Personally I’d use flash to create this but you can also use an animated gif.

Do you have Adobe Image Ready? or there is a freeware application called GifBuilder:

But you’ll need to create the frames manually, which might be a pain.

There are also some Java based solutions and also an action that may help:

You can try the Mootools Suite - Effect on Load action. There is a beta (the released version is slightly different) that you can use to see if this is what you need:
