Here’s a fun find:

It’s an online editing tool that allows you to upload an image, shrink
it to fit the Favicon confines, then gives you a fatbits-style pencil
editing environment where you can tweak individual pixels until the
result looks right.

And then, of course, download in glowing 16 colors ICO format.

works really well and you can save your work in many formats including ico
