With the Actions floater open, to add an action one currently has to click on the little ‘plus’ button at the bottom left of the window.
Could we have the whole empty space of that pane be a ‘click to add action’ area?
Once one action has been added then the ‘plus’ button would be used to add more. Maybe it could be made a little bigger, or placed at the top of the window?
The + way needn’t be slow, once you are used to what Actions you
need. Click the +, type the initial letter of the Action you need and
(if it’s not first up) a couple of taps on the cursor down arrow and a
return can be quicker than mousing down a long list from the menu bar.
Or is it just that I’m a slooow mouser?!

Absolutely. I find that way slow as well - I virtually never use it.
The menu-based way works very well for me too.

This is great usability feedback. I almost always use the + icon method to add
actions as, like Colin, I can type the name of the action and have it selected
in the dialog. Scrolling up and down a looooong list of actions trying to find
the right one can be a real pain.
(Maybe I just need to archive a few of my actions?)

And the difference is? I go for comfort and convenience, as long as
it’s still relatively efficient. You can work longer hours more
enjoyably that way!

Now that’s worth thinking about …
That’s true. But it is a modal dialog-based approach vs a non-modal
menu one. Pros and cons, swings and roundabouts…
Now if the actions menus and add action dialog were context aware and truly
supported the tag then it would make action application a
lot easier. Obviously this would require all actions to carry the tag but it
would allow me to see just those actions that can be applied to tables, divs or
form items (for example).
I’ll stop there as this is turning into another feature request!
