I toyed with the idea of building one of these a while back, even registered a domain (now relinquished), but there didn’t seem to be a lot of interest. Just ran across this article comparing a few of them (most I had never heard of before). Basically, this is the next big step up from the PHP Feedback Form or Send Form Actions. Instead of sending you each submission by mail, they gather the data into a database, and give you a lot of flexibility about what happens after that (integration with other services, for example, or sorting and computing on the results).
