The one means freeway has seen something on that page that has already got that id, so it shoves a 1 after it.
If you create a new document and add an element to the master page. Then look at the index page. You should see the element is not automatically numbered. It’s named the same, with no number … so my guess is you have managed to detach something and then created a duplicate item in there somehow… anyway that what I have found when I have had the same issue.
