You should just be able do this just on your master page, select Page, then Page Actions, then Favicon. It should apply automatically to the rest of your pages.
I applied the favicon action to my master page AND to the site folder. Then I previewed in Safari, and didn’t see the icon in the address bar of the browser. I cleared the cache and reloaded the page, and still didn’t see the favicon.
I suppose I could just try uploading the favicon file to the public folder on my web host - but now I’m wondering why the favicon action didn’t seem to work???
Changes you make to master pages using Actions don’t always propagate
to the “child” pages. If you were to add a new page to your site based
on the Master page that carries this action, you would probably see
the favicon there. But if you check the individual pages, you may see
that they don’t appear to have the action applied, and thus do not get
the effect.

Hi Clint,
The issue is that the majority of browsers (Safari included) won’t
display the favicon when you preview the page locally. You’ll need to
upload the page to a web server and look at it there to see the icon
in place in the address bar. I’m just about to add a note to the
favicon product page (http://www.freewayactions.com/product.php?
id=005) about this now.
