Is the action used inline within a text box, like this:
Some text here and here [ action item here ] more text here and here.
Or is it drawn on the page?
If an Action-item is inserted inline within a block of text, it will
follow whatever text styles are set for the containing element. If it
is drawn on the page, then it will follow the default rules
established for the page. If you haven’t edited the “p” style in your
Styles palette, then this will usually mean 16px Times.
If you have an HTML box selected, there will be a section of the
Inspector (in the style tab, I think) which governs how links behave
in that item. There are basic settings (color and underline only) and
advanced settings (the whole box of CSS crayons).
If you don’t have anything selected, then that set of controls will
govern how all links on the page behave, unless another style
overrides them.
There are four states to a link: Link, Visited, Hover, and Active.
Link and Visited are the way that the link will appear when you are
not hovering, before and after you have visited the target. Hover
governs how the link will appear when your mouse is directly over it,
and Active is what it looks like in the split second between your
click and the browser switching you to the next page.

I forgot to say that it is an ‘action link to pdf’ file.
Makes a difference, yes?
