It appears to me as though the entire page is running too tall. If you
want the entire page to shrink to fit, you have to go through all
elements on the page and make sure they are all set to Height Can
Shrink. Any one element can make the entire thing stay too tall.

Inspector, and it’s quite literally a checkbox next to the label
“Height Can Shrink”. If it’s a DIV-based element (green outline) then

If you have issues with FreeCounter, then use the drawn-in-place
version, not the page version. If you’ve added it to the page, then
remove it, and use the Action tool to draw a little FreeCounter box
somewhere on your page.
