The FW document cant because it is a proprietary document type but the HTML output could.
But why would you want to?

Mostly to quickly add headers and java scripts.

Anything that you modify outwith FW will be overwritten on the next FW publish.
Why cant you do these mods within FW itself?

Adding this stuff is as quick in FW as any HTML editor.

All can be added via either Page>HTML Markup
or Insert>Markup Item
