Try this (work around Freeway) and see if it works. Copy the following
block of code, open Page / HTML Markup, move to the Before /HEAD
(before end head) section using the picker at the bottom-left of that
dialog, and paste.

height: 1px;
border-width: 1px 0 0 0;
border-color: #999;
border-style: solid;
}
</style>
Okay the dialog. Remember, a tag-only style like this (no matter how
you make it) does not need to be applied to anything – it just works.
If you’ve already tried to make an hr style, remove it from your
Styles palette using the gear menu.
Preview in Freeway or a browser, and you should see a gray 1px flat HR
anywhere you have inserted an HR tag using the Insert Rule menu option.
