Are there some instructions to keep the footer at the bottom of all content.

There are many ways to do this - the most reliable ones involve you constructing your page inline so that the footer is the last inline item.

You may have some success with using the RPL action if your page is not inline.

There is an action Make A Footer but it relies on you having at least one non CSS positioned item on your page

Other methods that employ JS are out there too.
