Do you have any Actions applied on the page that you are linking to? Or possibly on the images that you have applied anchors to and are trying to link to on that page?
Looking at the source code, it would appear that there’s some Action magic (possibly a link to new window or something similar) working around there which could be destroying the anchors you’ve applied to the image.

It seems that this might be a bona-fide bug, although I haven’t
tested it myself yet.
And yes, there is a simple workaround that should work. Just put a
small separate element just above ot beside the item you’d like to
scroll to, making sure it doesn’t link to the existing graphic
through being in contact with it, and then apply the anchor to that
instead.
