Revisiting this subject:

I have a similar question. Let’s say the iframe contains a site of which I have no access to control the target. I want the target to blow away any containing frame and replace the entire window with the contents of the link, but I don’t have access to control the target. Is there a way to get my users out of the iframe and back into my site?

If it’s your page that’s stuck in the iframe, you can get it to bust out of any containing frame. If it’s your iframe that contains the foreign page, then I’m not clear what case there might be where a link in the foreign site would need re-targeting. Does the foreign site link to yours?
