Do you mean the ‘Quality of Education…’ panel slide up - try Transition FX action
or the actual navigation menu - CSS Menu action

The actual navigation menu: how columns smoothly slide up and down even while the next column is starting to engage… I haven’t seen how to do that within the CSS Menu action.

It is basically a CSS menu with tweaks from Dynamic Drive
