When trying to move an drawing object, Intaglio almost always pops up the Group/Image/PDF menu window rather than moving. Ditto, move text pops up the Fill/Stroke/Text window. This drastically slows move operations, often requiring multiple clicks to ‘grab’ the object. Is there a control key, or other, to suppress this behavior?

The only reason I can think of for that to happen is if you’re accidentally double clicking on the object. The default double click behavior is to open the inspector for the object you clicked on. So for example, when you double click on a text object you’ll open the text inspector.
There’s a preference to make a double click create or edit a text block instead of opening an inspector, but of course if you’re trying to move the object that’s not going to help either.
