Moving Webpage problem????

Hi can anyone help?
I have a problem with a website I made.
When you open the website up, and grab the bottom corner of the browser window to make the browser window smaller, everything moves on the page? as though it is sitting on another layer?
Its probably something simple. Any ideas?

Change your background image setting from Horizontal:Center and Vertical:Center to Horizontal:Center and Vertical:Top
