That effect was done in Flash. Something you might want look at, if
you don’t use Flash is a program that will output ,swf files for
similar types of affect - I use Text-Osterone, sparingly, from:
yes I know it is a template… but for the mock purposes I think using

As for your mock-up, there’s no harm in using a template. Templates
are there to save time, give you ideas and develop or plagiarise, at
will. They give you a structure to work on and, unless you know of a
competitor to the client using the same template, there’s no need to
go far away from it. Look how it’s constructed and you will learn how
to apply the same qualities to your own designs.

There’s an Action called Ticker Tape. Not too elegant, but maybe you
can play around with it.
