Has anyone else noticed the final release keeps republishing the
pages even though changes weren’t made? I have also had a few
crashes, but keep saving my work with little changes so I don’t kick
myself.

It has done it to me, but no consistently.
Don’t forget that a change to styles could cause multiple pages to be
republished in order to keep them up to date. This might be
alleviated by telling Freeway to use external style sheets.
Look in File > Document Setup for this option; you’ll find it in the
Output tab.

I haven’t forgotten that. If that’s what we were talking about, I
wouldn’t have an issue.
A change to a single page, not involving a styles change, should not
cause the entire site to upload.

Just to make sure all the bases have been covered, this isn’t
something that affects the page’s file name? That would mean any
in-bound links from other pages would be rewritten.
I’m guessing you know this too, but I thought I’d better check.

I am also aware of what would happen if I changed the name of a page.
To describe fully:
I make a change to a page that should have an effect on that page alone.
It has nothing to do with inbound links, nor does it have anything to do
with styles. It can be as minor as correcting punctuation or spelling in
a piece of text, or moving an item to a different place on the page. And
no, this is not a master page.
That page and only that page should upload. This is what has always
happened, at least since FWPro 3.something.
Instead, the entire site loads, but not consistenly.

I have seen this problem with every iteration of the software since the very beginning.
