I’ll be watching to see what suggestions are made, but this is really
something I wouldn’t expect to be able to do without Flash! You
wouldn’t have to code your own of course, but I don’t think there’s a
workable solution out there that doesn’t require the Flash plugin.

There are various solutions around for Macs too, and as
platform-agnostic server-based solutions as well, but they do all
produce Flash-based content as far as I’m aware.
It is a future for online media - but in my opinion certainly not the future, as in the only one. This is a sophisticated replication
of print media, which has its places but doesn’t really take
publishing and content delivery forward with truly new ideas.
I like it (when it is done well and for appropriate content), but it
does still make me think of how early motorcar designs replicated the
structures of traditional horse-drawn carraiges.
Further to this, Adobe InDesign CS4 will have a great feature - exporting to flash (includes flash buttons) and page turning option at the export stage.

You’re right - I do a magazine each month and get someone else to sort out the page turning aspect - now I can do it myself, the first couple I do will pay for the upgrade itself.
