It sounds like the fellow in question is running some link farms and preying upon those website owners who don’t know better.
Incoming links can provide good juice to a website, but they can also provide bad juice if Google thinks that the website with the links is a link farm, which sounds like to case to me, in which case it would actually be detrimental to the website’s ranking.
