What you are looking for is a CMS (Content Management System) which come in many flavours and complexities.
Some of the Popular ones are WebYep (actions available) Perch, Pulse, Expression Engine (actions available) - but there are many more.
For a simple bit of text/image insertion have a look at http://pulsecms.com/
WebYep is great and Max’s action suite goes a long way to making it quite easy in FW but it may have more features than you need.
One of the greatest drawbacks of some of the systems is their steep learning curve.
