I have discovered why inLay will not work for my operation. From the documentation for inLay:

URL Rewriting

Almost all hosting providers have standardized on the Apache Web server, which includes URL rewriting as a standard module. Again, as with PHP, if this is not enabled on your server, it can be turned on using the control panel, or through the support system at your hosting provider.

The specific option in Apache is named mod_rewrite, and it needs to be enabled, and your server also must be configured to “Allow Overrides” in order to use it in the usual manner, through an .htaccess file. These are standard features, available on many if not most hosting packages. If you’re not sure, file a support ticket with your hosting provider and ask them to confirm.

Go Daddy’s shared hosting plans will not allow URL Rewriting to be turned on the server, according to their tech support people.

This is why I couldn’t get it going.
