just using css drop down navigation menu for the first time, no problem using the action but when I publish the action, the text in the drop down box disappears behind the other text on the page, there only seems to be a way to change the background in the nav box but not the drop down boxes…

You can certainly change the background in the Submenu settings - or you can choose to use the same settings as you have in the main main by checking the Use Main Menu Settings box.
If you have a problem with the menus disappearing behind other items on the page you can either select the CSS Menu container and select Item>Bring to Front or similarly you can choose the item that it is disappearing behind and select it then Item>Send Backward
