[Pro] designing elements for quality and small size

Greetings.

I have been using Photoshop Elements to design artwork for my sites. However, when I design the file size is quite large, and looks great. When I save for web, to reduce the image size the design elements lose quality and are not acceptable to me.

Are there other programs out there that would save in vector images that would come out looking better at smaller sizes.

You could always export to SVG file format from Illustrator, but I don’t believe every browser supports SVG.
