The ones that look okay, don’t actually download, I have a warning in the
downloads window and when I click it says there’s nothing to open.

I’m using Safari - current version.

The other thing you could try is Right Click>Download Linked File As and
make sure the file name ends with .freeway

I’ll give those a go. I did manage to get one marked, original. I’ll try that and see how I go. I see it applies to HTML not graphic items.
