This isn’t Flash, it’s jQuery-flavored JavaScript. You could use a combination of Tim Plumb’s CSS3 Rollovers Action and/or the build-in Transition FX Action to create this effect without using jQuery. Tim’s version will only work on browsers that support this natively (basically Safari and anything else that uses WebKit), but it will fall back to a more normal CSS rollover without the animation on less-studly browsers. Transition FX will use Prototype and Script.aculo.us to do the same thing as jQuery, with the added benefit that the effect won’t clash with any other Freeway effects in the same page.
