I have looked into Blocs and Sparkle, both very good programs. I could be wrong but they don’t appear to offer the same design freedom as RSD (or Foundation Framer), the is what is most important for me.
Frank: Thank you for pointing me to the CoffeeCup Foundation Framer documentation, it will be very helpful for me in making a decision.
