Is there a way to set up a site that allows uploading and downloading of files from a browser?

Now that my Apple iDisk is going away the end of June, I’d like to set up an FTP site that can be accessed via a browser (one of the ways that I used the iDisk).

You could set up your own webdav server, which is all idisk is.
