[Pro] Getting a graphic to "stick" to the top

If you click on the link you will see that the navbar always stays at the top. I used to use the Action sticker but it doesn’t seem to work any longer. It also does not show up in V7 after I installed it.

Does anyone know how to get this sticker effect without a lot of hand coding? Thanks.

Sticker works fine in 7 - it is an Item action probably second last in the list.
