If you have them in a stack, then first unlock and unhide them, and then use Shift-Command-click to cycle through the stack of elements in Freeway. You will see the name of each box appear in the Inspector’s Name/ID field as you do so. When you reach the one you want to edit, press Return, which will place the text cursor in the box, ready for typing or arrow-pressing to move the cursor where you want it. Don’t click to select text, though, or you will once again select the top-most element. It’s a useful illusion, that of the current box being temporarily on top of the stack, but it is still just an illusion.
Another approach would be to expose all of the page contents in the Site pane (click on the word Site, so it changes to Page, then open the disclosure triangle left of the page name to show all of the page elements).
It helps to give each pane a useful name, so you can find it again later. Option-click on the element name in the hierarchical list of page elements to rename, or use the Name/ID field in the Inspector if you have selected the element using the Shift-Command trick.
