On this page,each new box is going to be a different service offered. So would where it says “website design” “graphic design” be h1 tags or should they be h2? I’m wondering if you have more than one h1 tag if its counter productive. or could I make one h1 and the rest all the way down to h7?

only one H1 each page (an H-Tag has maximum 9 words - never more
And yes, once found a clever H1 such as:
We are a full, cool design-agency (H1)
You offer your services by H2 such as
Cool in Web (H2)
Full on Print (H2)
Even Illustrations (H2)
This can be called outline and is a kind of list which represents the story you’ve got to tell.

I know this goes against common thoughts but the rule of one h1 tag is not strictly true. For example a multiple sectioned page with no weighting difference between each section as in a blog would mean you could have multiple h1 headings. The same goes with h2 h3 etc
You don’t have to take my word for it Matt Cutts (google engineer) also sites this specific scenario where you would see more than one h1. The basic rule is don’t over use it. Although there is no written absolute rule to say how many that is.
