The KnowledgeBase is an application, coded in PHP and MySQL, and the picker is just one way to search the database. There aren’t any Actions that could build this for you. You could use my in-page search technique to filter a page full of content down to only the matches, but that would only work for a very limited amount of content.
Can you post a mock-up of the sort of interface you’re trying to build, and an estimate of the amount of content you need to traverse?
Yes, but how are you creating that content? Are you making static pages for that content? How are you marking each page as being relevant to one or more of your categories?

When you draw/insert your Menu/List item reduce its height to one line then when you add Choice/Value pairs (3rd tab in the inspector) they will appear as a dropdown.
