It’s Wordpress and jQuery. I agree, very nice. You can do something
similar with the Prototype / Scriptaculous FX Actions in Freeway, have
a look at the Transition FX Action in particular. This will just get
you the hover effects, you’ll still need to apply your links etc. The
browse by menu options here are being computed by Wordpress when it
serves the page, so you’d need to duplicate those collections using
Freeway (creating static index pages for each tag).

These use Webkit transitions which, as the name suggests, will, only show in Webkit enabled browsers. You can replicate the fading using JavaScript (as Walter suggests) or stick with the Webkit CSS and use an Action like the CSS Transparency Rollover; http://www.freewayactions.com/test/css-transparency-rollover/
